If you were to take a cross-section of your turtle you’d see that the animal’s ribs and backbone are fused to the shell and is one large mass.
Because of this, the turtle cannot separate its ribs and backbone from its shell in order to turn around in its shell.
Other animals like hermit crabs, are not attached to their shells and can exit them and come out, but turtles cannot.
If a turtle wants to turn around then it would have to turn its whole body around not only the inner part of its body.
