Exploring:
If your bird is new to you, new to its surroundings, and is rubbing its face against your skin, your clothes, and rubbing its face against everything in the house then the bird is simply exploring.
A bird that does this will slowly drag its face against everything as a way of figuring out what everything is.
The bird is feeling the texture of your skin, clothes, furniture, carpets, drapes, and everything else in the house as it rubs its face against things.
Being comfortable with you:
How your bird acts around you can tell you a lot about how the bird feels about you and how the bird perceives you.
If your bird doesn’t like to be around you then this can mean that the bird doesn’t like you, but if the bird likes to be around you, and comes close to you, then this means that the bird likes you.

Using you as a napkin:
If your bird is very comfortable with you then it may see you as a napkin.
Birds are used to keeping themselves clean by any means necessary in the wild and will do the same in your home.
If the bird has just eaten and has debris on its beak, and it rubs its beak on you to remove the debris, then self-cleaning is why the bird does this.
Birds do this after eating juicy foods, like juicy insects, juicy fruits, and suet, all these foods can stick to the bird’s beak and the food may be cleaned off onto you.
A bird who does this is very comfortable with and around you, this can be a good sign but it also now means that you’ll frequently get dirty if your bird eats anything juicy around you.

This is a good thing, you can let your bird explore you, give you affection or even use you as a napkin because it feels comfortable around you.
You don’t need to worry about this behavior in your bird. You would, however, need to worry if your bird starts showing signs of illness or distress along with the rubbing of its face against things.
