To let other birds know that there is food around:
Birds are social animals, they live in flocks and they help each other survive while living in the flock.

It’s basically a way to communicate to the other birds that they should come to the area for food.
Birds who have access to food will also chirp a lot because they have more energy to sing because they are well-fed and fueled by food.
Birds who are not well-fed won’t sing as much as singing can become tiring to birds especially when they don’t have access to enough food.
To impress the female:
This reason is similar to the above in that the bird will call out and chirp when it has food but in this case, a male bird looking for a mate will chirp to let the female know that he has food available for her.
Males in the animal kingdom try their best to find a mate by showing her that they can provide food and security for her.
Showing her that he can provide these things will increase the chances of her picking him.
So, the males will call out to impress the females and the females will listen out to find a suitable male to reproduce with.
