If this particular parrot is new to your home, and is new to you as a caregiver, then the bird may be silent because it is scared of you.

In your home, your bird will be silent to avoid being seen or heard by you.
A scared parrot will not want to draw too much attention to itself by being loud so it will be silent until it can trust you

Being around your parrot and giving the bird treats will help it realize that you aren’t a threat to it and that you aren’t there to harm it.
