Budgie females do not need male birds to lay eggs, however, if a male is not around, and if a male and female budgie does not reproduce then the eggs that the female lays will be infertile.

What to do with infertile budgie eggs:
Your female budgie is pretty much an egg-laying machine that can produce fertile and infertile eggs. Here is what to do about the infertile budgie eggs that your female budgie lays.
Remove the eggs:
Budgie eggs have a shelf life, if the eggs have not been fertilized then they will start to go bad.
You’ll know that the eggs have gone bad if they start to rot and release a foul-smelling liquid.
This liquid is brought on by bacteria getting into the egg and being allowed to grow long enough to where it starts to make the inside of the egg rot.
If the egg is allowed to rot for too long then gasses will accumulate in the egg and cause a honey or light brown colored, and foul-smelling, liquid to be released from the egg.
The best course of action when it comes to dealing with infertile budgie eggs is to simply crack and break the infertile eggs and then throw the eggs in the garbage, ideally in the outside garbage, and then seal the outside garbage.
Replace the eggs:
Not only will you need to break your budgie’s eggs and throw them away, you’d also need to replace the old eggs with fake eggs.
Budgies lay a clutch of eggs before incubating them. A clutch of eggs usually consists of 4 to 6 eggs.
The budgies will lay until they feel as though they have enough eggs. They will start incubating the eggs after this.
If you simply break and throw the eggs away then the bird will think that it still needs to lay eggs and will lay more eggs taking you back to square one.
You can combat this by giving the bird fake eggs to sit on once you remove their old real eggs.
The bird, after sitting on the fake eggs for a while, will start to realize that these eggs won’t hatch and will give up on incubating the eggs and will not try to lay more eggs anytime soon.
